On
a distant planet live the ultra civilized Elders and the wild primitive
Savages. The TARDIS crew are escorted to the Elders' capital to meet Jano,
the leader of the City. Steven and Dodo are taken on a conducted
tour. Inevitably the curious Dodo takes a detour, and finds herself in
a strange laboratory presided over by Senta. When Dodo is back with the
Doctor the truth suddenly dawns: The Elders' advanced civilization has
been formed by transferring the life Force and energy of the Savages to
the Elders. The Doctor finds this hard to believe but then his own life
force is transferred to Jano. This means that Jano adopts some of the
Doctor's attitudes - and conscience. With a new sense of justice
Jano goes out into the Savages' wilderness and recruits them to destroy
the transference laboratory. The Elders and Savages choose Steven to be
their leader; Dodo and the Doctor leave him to his task.

"The
Savages" was the first story not to use individual episode titles,
instead, each episode was designated with its episode number.
Peter Purves was written out at the end of this story, as Steven become
the leader of the tribes.
All four
episodes have been lost. Some 8mm home movie reel clips shot off a television
set from episodes 3 and 4 exist.
